Which States Have the Highest Child Support Payments?

California’s formula uses each parent’s net disposable income alongside the percentage of time each parent has primary physical responsibility for the child, which can produce substantial amounts in higher-income households. The Massachusetts calculation worksheet requires both parents’ total income as input, while the court system permits deviation factors to be used in specific situations that involve higher income earners.

The Illinois Income Shares Guideline Model estimates the expenses that both parents would have incurred for their child if their family had not separated and then distributes those expenses according to each parent’s income level. Child support calculations use multiple common factors, which states apply through their individual methods of calculation. Most states determine parental income as the primary factor since they assess total income from all sources, including wages, self-employment, and rental income.

The number of children named in the support order affects the computed total, with parenting time and physical custody having an important bearing too. When a parent has more parenting time, he or she pays less support since he or she assumes more daily responsibilities for the children. There may be cases like a child’s medical needs and tuition fees for private schools. Additional childcare costs that require proof, established by the guidelines, would trigger a higher support obligation.

Most states implement the income shares model, which calculates total child-rearing expenses and distributes costs between parents according to their individual income levels.

The National Conference of State Legislatures shows that only six states implement the percentage of income model, which calculates non-custodial parent payments based exclusively on their income. This computation method excludes the custodial parent’s earnings.

Some states use hybrid models that permit judges to determine outcomes when standard methods produce inaccurate results that do not match actual family situations.

How Support Obligations Affect Families

Parents who have to pay high financial support obligations face actual money problems since their income situation does not permit them to comply with their support duties. Research and policy commentary have shown that court orders that establish financial obligations without income verification and ongoing assessments create payment challenges for low-income defendants. This situation leads to missed payments and enforcement proceedings that do not benefit the child at all.

Census Bureau data shows that a substantial number of custodial parents have yet to receive their complete support payments, while many others have received no payments whatsoever. Income withholding, tax refund intercepts, and other legal methods are enforcement options available to a custodial parent collecting child support.
